
SENATE CONCURRENT RESOLUTION NO. 34
(Originating in the Committee on Education)
Requesting the Joint Committee on Government and Finance conduct a
study of the issues involved when county boards of education
seek to withdraw from participation in multicounty vocational
education centers.

Whereas, The Legislature recognizes, based upon recent and
historical demographic trends, that the continuing and substantial
growth of population in certain counties of the state has created
unique and compelling circumstances that may require establishment
of a separate vocational education center within a county; and

Whereas, The demand and needs of residents of certain counties
have made withdrawal from multicounty vocational education centers
an attractive alternative, especially in counties where new high
school facilities are being built which could accommodate a
vocational education center; and

Whereas, There are many issues involved when a county seeks to
withdraw from participation in a multicounty vocational education
center, including, but not limited to, consideration of the needs
of students, impact on funding for participating counties under the
state aid formula, changes in transportation costs and salary
equity funding, seniority rights for both professional educators and school service personnel, distribution of federal funds and
required changes in state law; therefore, be it

Resolved by the Legislature of West Virginia:

That the Legislature hereby requests the Joint Committee on
Government and Finance conduct a study of issues involved when
county boards of education seek to withdraw from participation in
multicounty vocational education centers; and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2001, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it

Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the joint committee on
government and finance; and, be it
Further Resolved, That the Clerk of the Senate is hereby
directed to forward a copy of this resolution to the state board of
education for distribution to each member thereof.
